Sex offender arrested after exposing himself downtown

(TULSA, Okla.) On Tuesday, officers responded to an Indecent Exposure call at 100 N. Greenwood Avenue.  Officers were unable to locate the caller/victim or the suspect based on the description provided by the caller.  A couple hours later, a man was located near 100 N. Greenwood Avenue and his clothing and physical description matched the suspect description on the call earlier.  The man was contacted and identified.  Officers were able to reach the victim later in the day and were able to obtain more details related to suspect's behavior.  The victim reported the suspect made a lewd comment to her before exposing his genitals to her as she was walking near 100 N. Greenwood.  The victim was able to identify the suspect that had been stopped earlier in the day.  On Wednesday, the officer working the incident located the suspect near 100 N. Greenwood Avenue and arrested him.  Alphonzo Barnett was taken to Detective Division and later booked for Indecent Exposure AFCF.  Mr. Barnett has a recent history of multiple arrests related to Sex Offender crimes and Indecent Exposure.  He was arrested in March 2019 and May 2019 for Failure to Register as a Sex Offender.  Mr. Barnett was convicted in 2017 for Indecent Exposure per DOC website. This incident reveals how important victims being located when they make a call for a crime.  The victim in this case left the location and was not located until much later which prevents a suspect from being arrested as quickly.  Even with video evidence of a crime, the victim is required on most people and property crimes.  For arrests to be made on those crimes, in many cases, the victims or witnesses are required.  Sexually motivated criminal suspects sometimes escalate in their behavior or continue that behavior, and there are times when a suspect getting caught much earlier could prevent that suspect from committing additional crimes against other people or children.
