Wagoner Police Chief Bob Haley requested the OSBI investigate an officer involved shooting concerning a Wagoner Police Officer on Tuesday. On November 11, 2018, at about 9:15 am a Wagoner Police Officer made a traffic stop on a white Chevrolet pickup truck for driving erratically. The vehicle stop was made at 201 South Inola Avenue, Wagoner, Oklahoma. Elisha Edward Kelley (Date of Birth: 12-16-1965) exited his truck and refused to follow verbal commands. He became aggressive and charged at the officer. The officer fired multiple rounds with his handgun, striking Kelley multiple times. Kelley was transported to Wagoner Community Hospital, where he died of his injuries. The OSBI will investigate the incident and provide the investigation to the District Attorney’s Office to determine justification of the shooting. The Oklahoma Office of the Chief Medical Examiner will determine the cause and manner of Kelley’s death.
