Man dies while being taken into custody in Hugo

(HUGO, Okla.) The Oklahoma State Bureau of Investigation (OSBI) is investigating an in-custody death that occurred early Monday morning and involved the Hugo Police Department and the Choctaw County Sheriff’s Office. This is the latest on the investigation: The Hugo Police Department requested OSBI investigative assistance with an in-custody death. On December 23, 2019 just after midnight, the Choctaw County Communications Center received a 911 call from the EZ Mart Convenience Store on East Jackson in Hugo. The clerk reported that a white male came into the store, removed an item from the shelf, and refused to pay. Two officers from the Hugo Police Department and one deputy from Choctaw County responded to the scene. Raymond Stapp (47) was found by the officers and deputy walking southbound from the convenience store. Stapp was combative and resisted arrest. The officers deployed a taser and pepper spray in order to subdue Stapp and take him into custody. Once Stapp was in handcuffs and leg shackles, the officers noticed he was not breathing. Officers administered CPR until an ambulance arrived. Stapp was transported to Choctaw County Memorial Hospital and pronounced deceased. One Hugo officer was transported by ambulance for minor injuries. The other Hugo officer was taken to the hospital in a private vehicle. Both were treated and released. NEXT STEPS: The OSBI will continue investigating. Once the investigation is complete, a report will be compiled and submitted to the District Attorney's office for review. The DA's office will determine if any charges will be filed. There is no additional information to release at this time. This update is based on an active and ongoing investigation. The OSBI's understanding of the facts and circumstances may evolve over the course of the investigation as witnesses are interviewed and evidence is collected and analyzed.
